Player continues to spray things to harass

Hi Admins. A player named Muslim continues to try and agitate me by spraying defaced photos of my avatar whenever I play saigns. Hes done other homophobic insult sprays too recently. This capture is from just now. I've included his steam id in both screen captures

Obviously the 5 minute server break I imposed last time has not had much affect, perhaps a 24 hour break from all servers will.
