The update is still pending, steam seem to be rather indecisive with their updates since they keep coming this week. The servers will be back as soon as is possible. Sorry for any inconvenience.

I've messaged tF about this, please allow some time for him to resolve the issue.

Fixed by tF, it seems that Steam keep updating but not in an appropriate fashion, so needed manual intervention.
