Dissolve Victim Ragdolls does not work properly?

Hello,
as far as I know there are 2 options to disable the dissolving of freshly killed players:
1) premium -> dissolve victim ragdolls -> off
2) console -> cl_ragdoll_physics_enable 0

However, it still dissolves the bodies, which makes vision difficult sometimes when it happens directly infront of you.
Is there a way to permanently disable it? Like in the config? And if so, how do I access it?

This has been discussed many times before. If another player kills, the dissolve animation still works, disabling it only disables it for your kills....
